Commission Meeting April 27 -28, 2007 Sheraton, Downtown Raleigh Raleigh, NC
April 27 Session

Carolyn Williams, Commission Chair, opened the meeting by welcoming all in attendance. After introductions, the Commission reviewed the proposed agenda for the meeting. Brian Freeman moved that the agenda be approved as presented. Felicia Eybl seconded the motion. Motion carried.
Kathy Rhoades from DHHS Schools was the evening’s speaker. Ms. Rhoades spoke about the DHHS Schools and the SERVE evaluation used by their system and had several recommendations for the Commission to consider when as they continue to work on the new teaching standards.
Mrs. Williams thanked Ms. Rhoades for taking time to speak with the Commission.
APRIL 28, 2007 SESSION

Members Absent: Sarah Holden, Eddie Davis, Dianne Jackson, Donna Simmons
Staff Present: Carolyn McKinney, Connie Barbour
The Commission met at 8:30 AM with breakfast.
Carolyn Williams, Commission Chair, welcomed everyone and thanked them for coming. The Commission reviewed the minutes of the previous meeting. Jack Hoke moved that the minutes be approved as read, and Felicia Eybl seconded the motion. Motion carried.
A budget update was presented. At this time, cost estimates are being compiled for the printing of the standards booklet. It was moved by Jack Hoke and seconded by Delores Parker to accept the budget report.
Carolyn McKinney gave a status report on the proposed legislation to stagger the terms of the Commission members. Carolyn will get an update on the status on Tuesday.
The focus groups that were held around the state and their input was complied in with the draft standards.
Some of the positive comments about the new standards that were communicated to the members included:
o Raises the bar o Moving forward o Leadership piece o Focus on student learning o Professional development emphasis o Teachers can aspire to o Many felt empowered by the leadership piece o Language allows other ways to lead
Some of the negative comments:
o Teachers are afraid of change o Concerns about the technology portion (due to lack of technology) o Too long o Redundant in some places o Language o Lack of clarity on expectations o Teachers don’t see themselves as leaders, or don’t want to be leaders
The members broke into small groups to continue working on the standards and to consider the input.
The Commission took a lunch break and then resumed work. The Commission reconvened as a whole, and discussion on the proposed changes ensued.
There was a brief discussion on Commission members attending the Summer Leadership Conference and the NC Network conference.
